State Hazard Mitigation Plan (SHMP)
This Plan outlines California State Government's understanding and evaluation of the hazards the state faces and the strategies, goals, and activities it will pursue to address them.
2007 SHMP Update
Following a public comment period from mid-July to early September 2007, the California Governor's Office of Emergency Services (OES) has concluded its three-year update of the SHMP. The 2007 SHMP was adopted by OES Director Henry Renteria on October 8, 2007, and approved by FEMA Region IX as an Enhanced State Mitigation Plan on December 17, 2007 under the terms of Interim Final Rule (44 CFR 201) for administration of the Disaster Mitigation Act of 2000 (DMA 2000, P.L. 106-390). The SHMP must be updated every three years. State approval of an enhanced plan qualifies California for increased federal hazard mitigation grant funds up to 20% of a declared disaster authorization.To assist with the update process, OES coordinated with various state agencies, commissions, boards, etc. and contracted with California Polytechnic State University at San Luis Obispo (Cal Poly) to provide professional mitigation planning knowledge, writing, outreach, and content coordination. The contracting agent for Cal Poly is its grants arm, the Cal Poly Corporation, formerly known as the Cal Poly Foundation.
The 2007 SHMP includes new content primary hazards, such as earthquakes, floods, and wildfires, as well as emerging hazards brought to public attention by events in the past three years. In the 2007 SHMP, OES addresses a variety of new conditions, laws, and programs which have emerged since the previous plan was published in 2004. These include climate change, tsunami mitigation and preparedness, San Francisco Bay-San Joaquin Delta regional levee failure, and deadly landslides such as that which occurred in La Conchita in 2005.
